Leesburg Today reports (story is not yet online) the stall of the recent transportation session and describes the Senate's plan to increase gas tax over six years. Senator Herring (D-33) attempted to sell the increase: "Virginia is among the lowest when it comes to gas tax rates. After six years, when it's fully implemented, it would still be below the national average." That is a piss poor attempt to validate a tax increase.
